Michael Considine is TSG’s Senior Advisor focusing on U.S. government foreign direct investment screening and policy. His core practice is to support M&A and strategic investment deal clearance solutions, which include antitrust, competition, and foreign direct investment (FDI) advisory services.

Mr. Considine is the former Deputy Assistant Secretary of Energy for the Office of Foreign Investment and National Security. He has recently concluded a federal civil service career of nearly 24 years that included positions in the Department of Energy (including service in the first and second Trump Administrations), the Department of Commerce and the U.S. Senate.

His has extensive expertise on all aspects of foreign direct investment (FDI) and served for almost 16 years on the Committee on Foreign Investment in the U.S. (CFIUS), where over 3700 transactions valued at over $3.8 trillion dollars crossed his desk. Mr. Considine’s expertise extends into industry sectors to include energy, semiconductors, biotechnology, critical minerals, data centers and emerging technology. He has a particular interest and experience in the roles of private equity, pension funds, and sovereign wealth in FDI transactions today.

Mr. Considine is well known across Europe and North America having spent over 10 years working directly with regulators in partner and allied nations on emerging FDI screening issues. He is well versed in major cross-cutting issues that affect FDI decisions to include export controls, supply chain issues, foreign subsidies, sanctions, merger control and anti-dumping. Mr. Considine integrates increasingly complex national and economic security factors, and the changing landscape of geopolitical challenges in client assignments.

He resides in Washington, D.C. with his family.
